On the morning of December 26, 2023, the 4th Expert Forum of 2023 (the 70th session in total) was held in Conference Room 517 of the Shanghai Institute for Science of Science. Professor Fumiyuki Takahashi, Dean of the Graduate School of Japan University of Economics, was invited to deliver a special lecture themed “Industrial Policies and Trends of International Competition and Cooperation in the Chip War.” Chen Haipeng, Executive Deputy Director, along with Deputy Directors Zhang Conghui and Wu Shouren, attended the forum. The lecture was chaired by Deputy Director Wu Shouren.
Drawing on his tenure at multinational corporations such as Fujitsu, Philips, and NEC, as well as a decade of academic research and teaching, Professor Takahashi began by analyzing the characteristics and development trends of the semiconductor industry. He integrated practical cases from Japan's semiconductor strategy and concluded with an analysis of industrial policies and the dynamics of international competition and cooperation.
Following the lecture, researchers from the Institute engaged in in-depth discussions with Professor Takahashi. Topics included the successes and lessons learned from Japan's semiconductor industry, the characteristics of industries capable of becoming national strategies, and a comparison of R&D initiatives in the integrated circuit industry.
