In June 2024, Rongping Mu is hereby conferred the title of honourary research fellow by SISS.

　　Qiyan Liu is a Research Fellow with a PhD in Economics. He has long been engaged in research on key issues of S&T development and reform, STI (science, technology, and innovation) strategy, and innovation management. His work also explores regional innovation strategy, high-tech industrialization, and the theory and advancement of scientific knowledge. Previously, he served as a teacher at Harbin University of Science and Technology. At the Ministry of Science and Technology (MOST), he held positions including Deputy Director of the Publicity and Training Division at the Torch Center, Director of the First Division of the Policy Research Office, and later Deputy Director of the Office. He also served as Deputy Director-General of the Ningbo Municipal Science and Technology Bureau (and Deputy Secretary of its Party Leadership Group), and Deputy Director-General of the Institute of Scientific and Technical Information of China (ISTIC). Currently, Mr. Liu is an Executive Council Member of both the Chinese Society for Dialectics of Nature and the China Information Industry Association, and serves as Editor-in-Chief of the journal Technology Intelligence Engineering.
